OGC-2024-11 Standing Counsel RFP

This request for proposals (RFP) provides to those law firms interested in submitting proposals for the subject procurement (“Offerors”) sufficient information to enable them to prepare and submit proposals for the Governor’s Office of General Counsel’s consideration on behalf of the Commonwealth of Pennsylvania (“Commonwealth”) to satisfy a need for standing counsel to the Pennsylvania Tourism Signing Trust through the Pennsylvania Department of Transportation (“PennDOT”).

The Commonwealth, specifically PennDOT, has identified a need for standing counsel for the Pennsylvania Tourism Signing Trust (“PTST”).  The engagement may include other general work as designated by the Chief Counsel of PennDOT or the Governor’s Office of General Counsel. 


OGC-2024-12 General Obligation ("GO") Bond Counsel RFP

​The purpose of this Request for Proposal (“RFP”) is to invite law firms who are listed in the Bond Counsel Pool (“Offerors”) to prepare and submit proposals to enable the Governor, State Treasurer, and Auditor General (“Issuing Officials”) to select a law firm to contract with the Commonwealth of Pennsylvania to serve as bond counsel for the Commonwealth’s anticipated General Obligation Bond, the First Series of 2024, the First Refunding Series of 2024, and the Second Refunding Series of 2024.​


OGC-2024-14 General Receivership Counsel RFP

The Pennsylvania Insurance Department, Office of Liquidations, Rehabilitations and Special Funds (“OLRSF”) has identified a need for legal services for general receivership counsel for the receivership estates that include: asset collection or protection issues; objections from claimants to the evaluation of a claim; enforcement of stays of proceedings; commutations with guaranty associations or reinsurers necessary to effectuate the closure of an estate; objections during the final estate distribution and discharge process; post-discharge matters; advice on miscellaneous receivership issues that impact multiple estates. The engagement may include other general work as designated by the Chief Counsel of the Pennsylvania Insurance Department, the OLRSF or the Governor’s Office of General Counsel.​
